Tortosa, Spain, April 22, 2008Knotted sculptures mark a protest of the Spanish government's newly announced plans to build a water pipeline from the Ebro River to drought-stricken Barcelona.

Government officials say that four years of drought in Catalonia have created an emergency situation. They warn that unless the pipeline is built, Barcelona may be without drinking water by October.

But other regional governments are denouncing the plan, saying they will go to court to demand equal access to the Ebro.
