Baghdad, Iraq, June 30, 2008—Iraqis endure the long wait for scarce gasoline in the midst of a sandstorm.

The shortage of available gasoline in Baghdad—aggravated by high summer demand for fuel—has spawned a lucrative black market in addition to lengthy gas station lines.

In response to public anger over the fuel crisis, Iraqi officials have opened the oil industry to foreign investment in an attempt to stimulate the country's main source of income.
